WS – Item 4 WORK SESSION STAFF REPORT Work Session Item No. 4 Date: November 10, 2018 To: City Council From: Michael Grochala, Community Development Director Re: 49 & J Trunk Utility Improvements – Easement Acquisition Background Following discussion at the October 1, 2018 work session staff has entered into discussions with property owners along Ash Street regarding easements and possible property acquisition. Parcel #1, 255 Ash Street Sanitary sewer force main and trunk water main are proposed to be extended across the rear of this property. A 20’wide easement will required across the rear of this property. The owner is has been willing to work with the City but is in the process of selling the property at this time. WSB completed the Minimum Damage Acquisition Report and we have reached agreement with the property owner on acquisition of the utility easement in the amount of $13,500. Staff has placed this on the November 12, 2018 council meeting for consideration. The property owner is asking $200,000 for the property. WSB is reviewing comparables. Staff is requesting council direction regarding whether to make an offer on the property. Parcel #2, 275 Ash Street Sanitary sewer force main and trunk water main are proposed to be extended across the rear of this property. A 20’wide easement will required. An additional easement may be needed across the front of the property to facilitate the sewer reversal. Acquisition of the entire property is being evaluated. • WSB has met with the property owners and is preparing an acquisition report for review by the City Council and property owner. Funding for acquisition would be from the Trunk Area and Unit fund. Requested Council Direction Staff is requesting council direction regarding acquisition of properties as noted.
