<br />WS – Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br /> <br />Date: November 10, 2018 <br /> <br />To: City Council <br /> <br />From: Michael Grochala, Community Development Director <br /> <br />Re: 49 & J Trunk Utility Improvements – Easement Acquisition <br /> <br />Background <br /> <br />Following discussion at the October 1, 2018 work session staff has entered into discussions with <br />property owners along Ash Street regarding easements and possible property acquisition. <br /> <br />Parcel #1, 255 Ash Street <br /> <br />Sanitary sewer force main and trunk water main are proposed to be extended across the rear of <br />this property. A 20’wide easement will required across the rear of this property. The owner is <br />has been willing to work with the City but is in the process of selling the property at this time. <br /> <br />WSB completed the Minimum Damage Acquisition Report and we have reached agreement with <br />the property owner on acquisition of the utility easement in the amount of $13,500. Staff has <br />placed this on the November 12, 2018 council meeting for consideration. <br /> <br />The property owner is asking $200,000 for the property. WSB is reviewing comparables. Staff <br />is requesting council direction regarding whether to make an offer on the property. <br /> <br />Parcel #2, 275 Ash Street <br /> <br />Sanitary sewer force main and trunk water main are proposed to be extended across the rear of <br />this property. A 20’wide easement will required. An additional easement may be needed across <br />the front of the property to facilitate the sewer reversal. Acquisition of the entire property is <br />being evaluated. <br /> <br />• WSB has met with the property owners and is preparing an acquisition report for review <br />by the City Council and property owner. <br /> <br />Funding for acquisition would be from the Trunk Area and Unit fund. <br /> <br />Requested Council Direction <br /> <br />Staff is requesting council direction regarding acquisition of properties as noted. <br />
