Page 1
To: Katie Larsen
From: Andy Nelson
Date: 3/05/24
Re: Environmental Board Comments/2-28-24 Meeting/440 Park Court
Environmental Board comments from 3/05/24 in black.
1.Trees that were planned for preservation on the west perimeter show grading
encroaching on the Tree Protection Zones (TPZs). These trees should be removed
and mitigated for if TPZs cannot be maintained at the proper dimension of 1 foot
per inch Diameter at Breast Height (DBH).
2. Tree Protection Zones (TPZs) must be shown on the Grading Plan (Sheet C-201).
3.Applicant must complete a Natural Heritage Review through the Minnesota DNR.
This can be done through the Minnesota Conservation Explorer tool located here:
Natural Heritage Review | Minnesota Conservation Explorer (state.mn.us).
Applicant must provide the completed review to the City when complete.
4. Canopy cover requirements are not currently met. Replacing 5 conifers (3 on east
parking lot perimeter and 2 along proof of parking area) with 5 deciduous trees
will meet requirements.
5.Clarification is needed on access points for construction work. It appears that all
access is planned to be through a single center drive lane. If construction traffic
will access other drive lanes, they will also need construction exits.
6. A concrete washout location must be shown on the Site Plan (sheet C-101).
7. Redundant perimeter control needed between grading limits and wetland on west
perimeter.
Environmental Memo
Attachment 4: Environmental Coordinator Memo dated March 5, 2024
