1 <br />LINO LAKES CITY COUNCIL <br />WORK SESSION <br />MINUTES <br />DATE: February 26, 2024 <br />TIME STARTED: 6:00 PM <br />TIME ENDED: 6:21 PM <br />MEMBERS PRESENT: Councilmembers Stoesz, Lyden, Cavegn, Mayor Rafferty <br />MEMBERS ABSENT: Councilmember Ruhland <br />Staff Members Present: City Administrator Sarah Cotton; Public Safety Director John Swenson; <br />City Clerk Jolleen Chaika. <br />1.Annual Appointments to Advisory Boards/Committees <br />Councilemmber Lyden stated concerns he has regarding the final votes for appointments to <br />the Boards and Commissions. He said that after the final interviews (held at a Special Work <br />Session on January 29, 2024), he believed Council came to a consensus on appointments and <br />that the final vote for one of the positions changed with three members of the Council. <br />Councilmember Cavegn added that it appears that the individual that Council had discussed <br />not reappointing ended up being recommended. <br />Mayor Rafferty agreed that there had been consensus during the work session but that the <br />final message was for each member to do his homework and to get a final decision on all <br />appointments to the City Clerk. <br />Councilmember Lyden stated that he is concerned there were violations of the Open Meeting <br />Law. Mayor Rafferty stated he did not engage in any Open Meeting Law violations. <br />Councilmember Lyden would like to see this matter brought back to Council for consideration <br />at the March 11, 2024 Regular Meeting. <br />2.Review Regular Agenda <br />Mayor Rafferty reviewed the meeting agenda. Staff provided an overview of the staff reports <br />for each agenda item. <br />The work session concluded at 6:21 PM. <br />These minutes were considered and approved at the regular Council Meeting on March 11, <br />2024. <br />Jolleen Chaika, City Clerk Rob Rafferty, Mayor <br />32
