Introduction <br />Main Purpose <br />The natural open space in Lino Lakes is a key resource to the City and its identity. Developing <br />in a way that is in harmony with existing natural landscape and fosters a high quality of life for <br />residents is driving force behind the work the City does, especially in regards to its parks, <br />greenways, and trails. <br />The Park Dedication Fee Study seeks to analyze the costs of park system development in order <br />to better determine funding sources, with a particular focus on new development and park <br />dedication fees. This process is guided by the Park, Greenways and Trails Plan established in <br />the Lino Lakes 2040 Comprehensive Plan. The results of analysis will show breakdowns of <br />costs related to parks, trails, and the recreation complex, as well as show the projected revenue <br />from park dedication fees related to residential and commercial development. With this <br />information, the City can assess its funding structure and make recommendations for the future <br />in order to best carrying out the plan. <br />Background <br />Chapter 10 of the 2040 Comprehensive Plan presents the Parks, Greenways and Trails Plan, <br />which brings together previous studies into a cohesive plan regarding parks, greenways, trail <br />systems, and preserving the natural open space character of the city. It aims to meet a wide <br />variety of recreational needs. <br />The primary sections utilized for this study are the Parks, Greenways & Trail System; <br />Neighborhood Service Areas; and Park Evaluations. The Parks, Greenway & Trail System map <br />shows existing parks within the system, as well as the general areas where future parks will be <br />developed. The Neighborhood Service Areas map conveys the additional information of <br />neighborhood park service areas. Together, these items are used to create an inventory of <br />existing and planned parks and group them together based on timing of development and <br />service area. The Park Evaluations section assesses existing parks in the City looking at current <br />development, age, condition, accessibility and design, and discusses future development and <br />redevelopment. Cost estimates for developing and maintaining each park at its optimum <br />condition are covered as well. This information is used to determine future costs for new <br />development and improvements. Details regarding the trail system and recreation complex are <br />present in the mentioned sections and other portions of the Parks, Greenways and Trails Plan. <br />The complete Parks, Greenways and Trails Plan can be found at the following web address: <br />https://linolakes.us/DocumentCenter/View/436/2040-Comprehensive-Plan-PDF <br />This analysis helps properly determine a park dedication fee for the City of Lino Lakes. <br />Minnesota Statute § 462.358 provides the statutory authority for municipalities to require either <br />a land dedication or payment in lieu of land dedication at the time of property subdivision. The <br />City must demonstrate that is an essential nexus between the fees or dedication imposed under <br />subdivision 2b and the municipal purpose sought to be achieved by the fee or dedication. The <br />fee or dedication must bear a rough proportionality to the need created by the proposed <br />subdivision or development. <br />DRAFT
