1 <br />CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 5 <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />WORK SESSION DATE: April 1, 2024 <br />TOPIC: CSAH 49/CRJ JPA Amendment <br />______________________________________________________________________________ <br />BACKGROUND <br />The City entered into a Joint Powers Agreement (JPA) for the CSAH 49/County Road J <br />improvement project, with Anoka County, in September of 2022. The City’s total estimated <br />project share was $871,235.19. That amount did not include street light and landscaping which <br />was added to the project. Additionally, the City will have a share of the right-of-way acquisition <br />for Sanders Automotive property. <br />Bids where recently opened and the total estimated project cost is $3,642,432.04, which is <br />under the original engineers estimate. The City’s estimated share has been modified as <br />follows: <br />Construction: $693,758.91 <br />Construction Engineering: $ 55,500.71 <br />ROW Acquisition: $176,666.67 <br />Subtotal $955,926.30 <br />Federal funds awarded for the project have reduced this component to $370,919.16. <br />Additional anticipated costs include <br />Contamination Removal: $ 11,467.00 Estimate <br />Street lighting: $250,000.00 Estimate <br />RAB Landscaping: $ 50,000.00 Estimate <br />Trail Easement Acqu. City $ 40,000.00 <br />Eng/legal/Admin $ 50,000.00 <br />Subtotal: $401,467.00 <br />44
