This will be discussed at a later date.

The following is a summary of proposed zoning code amendments. Strikethrough is deleted text,
underline is new text.

ANALYSIS

Background

In January 2024, 424 Apollo Drive (Rice Industries) formally appealed staff’s interpretation of
the zoning code relating to building type and construction and exterior wall finishes. The
applicant proposed to use pre-engineered Kingspan Granitstone Insulated Metal Panels (IMP’s)
with embossed stucco coating for a building addition. They considered the product to be a Class
2 material of masonry stucco and architectural metal cladding. Staff supported treating the
Insulated Metal Panel (IMP) similar to Class 3 Exterior Insulation and Finish System (EIFS). The
material would be limited to no more than 25% per wall elevation of the building addition. The
City Council concurred. The applicant resubmitted plans proposing another type of insulated
wall panel system claiming it as architectural metal cladding which it is not.
