1 <br /> <br />PLANNING & ZONING BOARD <br />AGENDA ITEM 7B <br /> <br /> <br />STAFF ORIGINATOR: Katie Larsen, City Planner <br /> <br />P & Z MEETING DATE: April 10, 2024 <br /> <br />REQUEST: PUBLIC HEARING: Zoning Ordinance Text Amendment-Building <br />Type and Construction and Exterior Materials <br /> <br />CASE NUMBER: TA2024-002 <br /> <br />APPLICANTS: City of Lino Lakes <br /> <br />REVIEW SCHEDULE: Not Applicable-City Initiated <br /> <br />INTRODUCTION <br /> <br />Recent site and building plan reviews have led staff and the Planning & Zoning Board to consider <br />amending the City’s zoning ordinance related to building exterior materials. <br /> <br />Higher Architectural Design Standard Corridors <br /> <br />At the March 13, 2024 Planning & Zoning Board meeting during site & building review of 440 Park <br />Court, the Board suggested requiring higher architectural standards along certain corridors in the <br />City. This will be discussed at a later date. <br /> <br />The following is a summary of proposed zoning code amendments. Strikethrough is deleted text, <br />underline is new text. <br /> <br />ANALYSIS <br /> <br />Background <br /> <br />In January 2024, 424 Apollo Drive (Rice Industries) formally appealed staff’s interpretation of <br />the zoning code relating to building type and construction and exterior wall finishes. The <br />applicant proposed to use pre-engineered Kingspan Granitstone Insulated Metal Panels (IMP’s) <br />with embossed stucco coating for a building addition. They considered the product to be a Class <br />2 material of masonry stucco and architectural metal cladding. Staff supported treating the <br />Insulated Metal Panel (IMP) similar to Class 3 Exterior Insulation and Finish System (EIFS). The <br />material would be limited to no more than 25% per wall elevation of the building addition. The <br />City Council concurred. The applicant resubmitted plans proposing another type of insulated <br />wall panel system claiming it as architectural metal cladding which it is not.
