LINO LAKES CITY COUNCIL <br /> WORK SESSION <br /> MINUTES <br /> DATE: March 25, 2024 <br /> TIME STARTED: 6:00 PM <br /> TIME ENDED: 6:25 PM <br /> MEMBERS PRESENT: Councilmembers Stoesz, Lyden, Ruhland, Cavegn, Mayor <br /> Rafferty <br /> Staff Members Present: Deputy Director of Public Safety/Police Kyle Leibel; Community <br /> Development Director Michael Grochala; City Engineer Diane Hankee; City Clerk Jolleen Chaika. <br /> 1. Review/Discuss 2014 Fire Department Analysis <br /> Mayor Rafferty referenced the booklet containing a 2014 staff report and fire analysis he <br /> provided to Council at the March 11, 2024 Council Meeting. He advised he views the analysis <br /> as a living document and something that can be built on rather than starting from scratch (to <br /> evaluate the status of fire service in Lino Lakes). <br /> Councilmember Cavegn stated that he believes the 2014 analysis to be biased as it focuses <br /> on creating a standalone department. He thinks that there are items from the report that can <br /> be used in a new analysis. Councilmember Lyden spoke of the importance of collaboration <br /> moving forward. Councilmember Ruhland added that he sees the value in the public safety <br /> model but that there is not support for it. He was in favor of either updating the current <br /> analysis or obtaining a new one. Councilmember Stoesz believes the 2014 analysis can be <br /> used as a baseline and that it is a good tool to start with. <br /> Council concurred to move this item forward to the April 1, 2024 work session for further <br /> discussion. <br /> 2.
