<br />Environmental Board <br />February 28, 2024 <br />Page 2 <br /> <br />APPROVED MINUTES <br /> <br />A. 440 Park Court (Lino Lakes Tech Center and Storage Facility) Conditional Use <br />Permit and Site Plan Review <br /> <br />Mr. Nelson presented the staff report. <br /> <br />The applicant, Lariat Companies, Inc., submitted a land use application for conditional <br />use permit and site plan review. The development proposes a 36,000 sf multi-tenant <br />industrial and indoor self-storage building on the south end of the site. The north end <br />of the site is the existing Lino Lakes Storage. The architect, Greg Kinney with Amcon <br />Construction was in attendance with no comments or questions asked. <br /> <br />The Board discussed the proposed 440 Park Court Conditional Use Permit and Site Plan <br />Review and requested to add the 7th recommendation that was not in the staff report <br />but was on the slide show concerning perimeter control near the wetland. <br /> <br />Motion was made by Ms. Buchmeier and seconded by Ms. Cavegn to approve the <br />Conditional Use Permit and Site Plan Review with the addition to the 7th <br />recommendation. Motion carried 6 – 0. <br /> <br />B. 2024 Annual Work Plan and Ongoing Tasks List – 2nd Draft <br /> <br />Mr. Nelson presented the staff report. <br /> <br />The Environmental Board serves to provide aid and advice to the Council in its efforts to <br />encourage productive and enjoyable harmony between people and their environment; <br />to promote efforts which will prevent or eliminate damage to the environment and <br />stimulate the health and welfare of people; to enrich the understanding of the <br />ecological systems and natural resources important to the city; to advise the city in the <br />use and management of its natural resources in order to preserve and enhance the <br />environmental amenities for present and future residents, and to improve and ensure a <br />lasting quality of life within the City. (City Code Chapter 217.01). <br /> <br />Chair Sullivan mentioned that the term ‘biodiversity’ didn’t appear in the work plan. <br />Ms. Holmes stated that the term wasn’t included but that the concept was covered. <br />Chair Sullivan also pointed out a typo on the numbering of the list. <br /> <br /> Mr. Nelson responded that the typo would be corrected. <br /> <br />Motion was made by Ms. Holmes and seconded by Ms. Nelson to approve the 2024 <br />Annual Work Plan and Ongoing Task List. Motion carried 6 – 0. <br />
