CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 9 <br /> <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br /> <br />WORK SESSION DATE: May 6, 2024 <br /> <br />TOPIC: Request for Proposal for Public Safety Consultant <br /> <br />______________________________________________________________________________ <br />BACKGROUND <br /> <br />During the April 1, 2024 Council Work Session, staff was directed by a majority of the Council <br />develop a draft Request for Proposals (RFP) to identify a consultant to develop options for the <br />delivery of fire service in the community. Council also expressed a desire to examine the <br />creation of a stand-alone Fire Department and Police Department and interview police staff on <br />crossing training of police officers to serve as firefighters. <br /> <br />Staff contacted other agencies in the Twin Cities that have contracted with a consultant to <br />evaluate public safety services and reviewed their RFP documents to serve as guide in the <br />development of the attached draft RFPs. <br /> <br />Given the Council discussion regarding the creation of stand-alone Fire and Police Departments, <br />staff created two draft RFPs for Council to review. One of the draft RFPs only involves the <br />delivery of fire service and the other draft RFP involves the delivery of fire and police services. <br /> <br />Given the integrated nature of public safety services in Lino Lakes, it is important that any work <br />by a consultant examine all public safety service.
