1 <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6H <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: April 22, 2024 <br />TOPIC: Water Treatment Plant Funding, Michael Grochala <br />i.Consider Resolution No. 24-43, Authorize Minnesota Public <br />Facilities Authority Application for Water Treatment Plant <br />Grant Agreement <br />ii.Consider Resolution No. 24-45, Authorize Minnesota Public <br />Facilities Authority Application for Water Treatment Plant <br />Loan Agreement, Michael Grochala <br />VOTE REQUIRED: Simple Majority <br />______________________________________________________________________________ <br />INTRODUCTION <br />Staff is requesting City Council authorization to submit information and enter into grant and <br />loan agreements with the Minnesota Public Facilities Authority MPFA. <br />BACKGROUND <br />During the 2023 Legislative session $13,500,000 was appropriated to the MPFA for a grant to <br />the City of Lino Lakes for the water treatment facility. To receive this money the City must <br />submit the required information and enter into a grant agreement. <br />The attached resolution certifies that the City has the legal authority to enter into a grant <br />agreement and has the capacity to ensure proper construction, operation and maintenance of <br />the facility for its design life. The resolution also designates the Mayor and Clerk as the signers <br />of the agreement. <br />Additionally, the City is receiving a $3 million grant through the MPFA Emerging Contaminants <br />program along with a low interest loan through the Drinking Water Revolving Loan Program for <br />the balance of the project cost ($18,000,000). This program requires the submittal of <br />application materials in preparation for the loan agreement. <br />Once the required information has been submitted the MPFA will prepare the grant and loan <br />agreement for City execution. <br />183
