CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6A <br /> <br /> <br />STAFF ORIGINATOR: Andy Nelson, Environmental Coordinator <br /> <br />MEETING DATE: April 22th, 2024 <br /> <br />TOPIC: Resolution No. 24-44, Approving Centerville Lake Alum Treatment <br />Cost-share Agreement with Rice Creek Watershed District <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration to approve a cost-share agreement with Rice Creek <br />Watershed District (RCWD) for an aluminum sulfate treatment for Centerville Lake in an amount <br />not to exceed $35,000. <br /> <br />BACKGROUND <br /> <br />Rice Creek Watershed District (RCWD) has been awarded $954,500 in State of Minnesota <br />Clean Water Fund grant funding to be used for improving water quality in Centerville Lake. <br />These funds will be used for alum treatments that will address internal phosphorous loading <br />that has been responsible for algae blooms and other water quality issues. The treatments <br />are scheduled to begin in spring of 2024. <br /> <br />RCWD is requesting a financial contribution from each project partner to assist with meeting <br />the 10% local grant match requirement. Partners on this project include the City of <br />Centerville, Anoka County, and the City of Lino Lakes. RCWD is requesting 22.6% of the local <br />match required or $35,000, whichever is less, from each of the project partners. RCWD will be <br />providing the remaining portion of the match requirement and any additional money needed <br />should the project go over budget. <br /> <br />Support for this financial partnership can be found in the Lino Lakes Local Water Management <br />Plan. The following goals and policies related to water quality management are applicable to <br />the Centerville Alum Treatment project: <br /> <br />Goal 2.1 <br />Protect and improve water quality and the scenic and ecological values of City lakes, wetlands, <br />and other aquatic assets. <br />Policy 2.1B <br />Preserve and improve the recreational resources associated with water by improving water <br />quality. <br /> <br /> <br />63
