The EAW submitted for the Promenade project identified eight species within a mile of <br /> the project site that are State-listed special concern, threatened, or endangered. <br /> Presence of these species in the vicinity may necessitate further surveys and/or <br /> protection measures, as determined by the MN DNR during their review. Because the <br /> survey work may be seasonal and time-sensitive, it is recommended that the NHIS <br /> request be submitted soon to determine which actions steps will be required. <br /> Protections for the Blanding's turtle (Emydoidea blandingii) are likely to be required for <br /> this project, pending MN DNR review. <br /> The project site is within the range of the endangered Northern long-eared bat (Myotis <br /> septentrionalis). While this information will be provided as part of an EAW, staff <br /> recommends seeking guidance on this from the Fish and Wildlife Service early, as this <br /> may impact tree removal timelines and could necessitate additional surveys. <br /> Stormwater Management <br /> Stormwater management plans are reviewed by the City Engineer. The following <br /> information is intended to summarize the site conditions. <br /> The site is crossed by County Ditch 10-22-32, which is the main outlet for storm water <br /> leaving the site. This water ultimately drains to Marshan Lake which is an impaired <br /> water. In addition to this ditch, stormwater on the site is managed through private <br /> ditches, infiltration, and via wetlands. <br /> The site will need to meet City and Rice Creek Watershed District water quality and <br /> quantity requirements. <br /> There are 10 stormwater ponds noted in the concept plan for stormwater management <br /> and flood mitigation purposes. The site design should include forebays or other <br /> pretreatment means for water discharging to them. <br /> Given water constraints that the City is currently facing, water conservation is a priority <br /> concern. A water balance study should be completed and developed to address site <br /> irrigation. A stormwater reuse system shall be incorporated into the stormwater <br /> management design. <br /> Native vegetation buffers should be included around all ponds, preserved wetlands, and <br /> the County ditch. <br /> 6 <br />
