There is one minor <br />change to the ordinance from the 1st reading. Under City Code Section 1007.043(2)(d)1. <br />Definitions, the reference to Sections 1007.44 through 1007.051 was shown as deleted because <br />they were not correct. This deletion was already made in a previous codification. <br />BACKGROUND <br />In January 2024, 424 Apollo Drive (Rice Industries) formally appealed staff’s interpretation of <br />the zoning code relating to building type and construction and exterior wall finishes. The <br />applicant proposed to use pre-engineered Kingspan Granitstone Insulated Metal Panels (IMP’s) <br />with embossed stucco coating for a building addition. They considered the product to be a Class <br />2 material of masonry stucco and architectural metal cladding. Staff supported treating the <br />Insulated Metal Panel (IMP) similar to Class 3 Exterior Insulation and Finish System (EIFS). The <br />material would be limited to no more than 25% per wall elevation of the building addition. The <br />City Council concurred. The applicant resubmitted plans proposing another type of insulated <br />wall panel system claiming it as architectural metal cladding which it is not. <br />Ordinance Amendment <br />Staff met with an independent architect to review the City’s zoning ordinance to see if there were <br />any changes we should make to help clarify definitions and allowed exterior materials.
