NEW BUSINESS <br />Councilmember Cavegn stated at the April 1, 2024, work session that the Council gave <br />Public Safety Director John Swenson a directive to request proposals (RFP) from other cities. <br />At the April 8, 2024, work session, the subject was discussed again, which was not on the <br />agenda, did not follow the protocol for adding items to the agenda, and there was no <br />discussion after the subject. The directive for Public Safety Director John Swenson was <br />altered without conversation or a vote.
