1 <br /> <br />CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 4 <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> Rick DeGardner, Public Services Director <br /> <br />WORK SESSION DATE: June 3, 2024 <br /> <br />TOPIC: Park Dedication Study and Park Board Discussion <br /> <br />______________________________________________________________________________ <br />BACKGROUND <br />The Park Board has been reviewing funding needs and options for the implementation of the <br />city's park and trail improvement plan. This falls into two major broad categories, new <br />improvements and replacement. <br />New improvements, such as a new park or section of trail, are generally funded through park <br />dedication fees collected from new development. These are supplemented with other funding <br />sources such as grants or municipal state aid funds when applicable. The cost of replacing and <br />maintaining existing facilities is borne by the general fund. <br />Staff has completed a review of new improvements proposed in the Parks, Greenways and <br />Trails element of the City’s 2040 Comprehensive Plan. Estimated costs for the system <br />improvements were developed along with the potential housing units within each park service <br />area to arrive at a recommended park dedication fee. <br />Mr. Grochala will review the Park Dedication Fee Study. The Study contains four <br />recommendations: <br />1. Increase park dedication fee to $3,860 per unit for residential development from the <br />current $3,300 fee. <br />2. Increase commercial and residential fees annually according to Engineering News <br />Record (ENR) Index. <br />3. Allocate park dedication fees by function ratio i.e., park development (73%), arterial trail <br />(17%) and recreation complex (10%). <br />4. Establish a policy for interfund loans between neighborhood service areas and <br />functional categories. <br />Additionally, the Park Board has evaluated the need for the replacement of existing facilities <br />and the proposed cost of doing so. Mr. Huelman will be present at the meeting to discuss the <br />park board's recommended options. <br /> <br />172
