Colonial Woods <br />ii. Pine Haven <br /> <br />______________________________________________________________________________ <br />BACKGROUND <br /> <br />On June 26, 2023 the City Council adopted a five year Street Reconstruction Plan that identified <br />roadways that would be funded through Street Reconstruction Bonds. The 2024 Street <br />Reconstruction Project included the Colonial Woods Area including 62nd Street and Red Maple <br />Lane as well as the Pine Haven Area including 81st Street, Elbe Street, and Danube Street. Diane <br />Street and Evergreen Trail are included as overlay projects. There are no assessments proposed <br />for street reconstruction and associated stormwater management improvements. <br />On August 28, 2023 the City Council authorized a Feasibility Report for the 2024 Street <br />Reconstruction and Municipal Sewer and Water Extension Project in the Colonial Woods and <br />Pine Haven Neighborhoods. Considering both neighborhoods were platted in the late 1970’s, <br />and the need for street reconstruction, the City is evaluating the extension of municipal water <br />and sanitary sewer to serve the area. Both of these neighborhoods currently use onsite private <br />wells and septic systems. <br />Public informational meetings were held for both neighborhoods on September 28, 2023 to <br />introduce the proposed project. The proposed assessment amounts were not determined or <br />presented at the meeting. Residents in the Colonial Woods neighborhood were generally <br />supportive of the project. Residents in the Pine Haven neighborhood were concerned with the <br />potential for being assessed. <br />The City worked with an independent appraiser to evaluate the assessment amount which is <br />detailed in the feasibility reports. The funding for the extension of municipal watermain and <br />sanitary sewer would be through the City’s Area & Unit Trunk Fund and special assessments. <br />Due to the timing of the Feasibility Report’s being completed the projects will likely be pushed <br />to construction in 2025. <br /> <br />223
