Park Board <br />April 1, 2024 <br />pg. 2 <br /> <br /> <br />DRAFT MINUTES <br /> <br />Rick DeGardner, Public Services Director stated Michael Grochala, Community <br />Development Director will provide a walk-through of the draft Park Dedication Fee <br />Study in preparation of the meeting with the City Council on May 6. Mr. Huelman will <br />also share a draft of his presentation. <br />Mr. Huelman explained the PowerPoint titled “The State of Lino Lakes Park and Trail <br />System,” which is planned to be presented at the City Council work session meeting on <br />May 6th. <br />Mr. Gooder asked how many playgrounds are 20 years of age or older. Director <br />DeGardner stated that there are nine playground structures that are at least 20 years <br />old. <br />Mr. Huelman stated Lino Lakes has 22 parks with assets and is approaching a little over <br />$5 million. We also have $2 million worth of trails. <br />Mrs. Ballering asked if the City Council would receive the Parks & Trail Assets <br />spreadsheet before the May 6th meeting. Mr. Kusterman would like the City Council to <br />receive the spreadsheets before the May 6th meeting. Mr. Huelman agrees. <br />Director Grochala presented a walk-through of the draft Park Dedication Fee Study. The <br />city of Lino Lakes has a comprehensive park plan that has broken out the city into <br />neighborhood service areas. Due to the cost of parks, the city has moved away from <br />every subdivision having a park, but within a quarter or half a mile, everyone has access <br />to a park. The cost of a new park is $1.1 million, which includes grading, park <br />equipment, etc. The trail cost is $350,000 per paved mile. Almost $20 million in <br />proposed park development and $44.6 million in arterial trails. <br />Mr. Kusterman asked why did the City of Lino Lakes start developing neighborhood <br />parks? Director Grochala stated we are investing less money by reducing the number of <br />neighborhood parks. <br />Director Grochala stated the commercial/industrial park dedication fee is $2,600 per <br />acre. Mr. Grochala recommends giving the city council a large number but having a plan <br />on how to get there in X number of years. <br />Mr. Kusterman stated that the Park Dedication Fee Study is an important part of the <br />discussion. He would like the Park Dedication Fee study to be finalized before Mr. <br />Huleman presents his presentation to the City Council. <br />Mr. Huelman discussed the overlap between his presentation and Director Grochala’s <br />Park Dedication Fee Study. He also discussed catching up and maintaining the parks and <br />trails.
