<br />2 <br /> <br />Councilmember Ruhland noted he sits on the Anoka County Board of Appeals so if residents <br />are unable to resolve their assessment with County staff and brings their appeal forward to <br />the County Board of Appeals, he will be present to hear that appeal as well. <br />John Kulas, 6110 Bald Eagle Blvd. W/PID 36‐31‐22‐44‐0004, stated the value of his land has <br />increased by $200,000. He reviewed other properties near him and the prices they sold for. <br />Mr. Halligan conducted a walk‐through of the property and stated that this property is the <br />nicest of the three residents in attendance. Mr. Dagostino stated the Bald Eagle Lake lot tax <br />value is lower than Ramsey and Washington County, and the land value should have been <br />increased many years ago. Councilmember Ruhland inquired as to when the property was <br />last visited, prior to this year. Mr. Dagostino replied five years ago. Councilmember Ruhland <br />discussed comparable land properties. Councilmember Cavegn stated the low land value in <br />the past was an error on Anoka County’s part and inquired if there was a way to gradually <br />increase the taxes. Mr. Halligan stated that after visiting the property, the improvement <br />value would decrease by $12,800. Original value: $746,900; revised value: $734,100. <br />Robert Wall, 6020 Bald Eagle Blvd. W/PID 36‐31‐22‐44‐0006, stated his view from his <br />property is a forest, not a lake. Mr. Halligan conducted a walk‐through of the property for <br />lake access and recommends keeping the value as is. <br />Mike Wisniewski, 6011 Bald Eagle Blvd. W/PID 36‐31‐22‐44‐0008, stated he finds it unfair <br />that he is being taxed on 3.28 acres of land when a large amount of the area is cattails. <br />Property taxes have increased every year since 2020. Six months of the year, he can’t see <br />the lake due to the trees. Half of the property is covered by a floating bog of cattails. Mr. <br />Dagostino and Mr. Halligan are in the process of adjusting this parcel. Mr. Halligan discussed <br />decreasing the building improvements by $4,100. Mr. Dagostino guessed the land value <br />would decrease by approximately $30,000. <br />No further appeals were received from residents. <br />ADJOURNMENT <br />With no further business before the Board, the meeting was adjourned by Councilmember <br />Ruhland at 6:40 PM. <br />These minutes were considered and approved at the regular Council Meeting on June 10, 2024. <br /> <br /> <br /> <br /> <br />Hannah Lynch, City Clerk Rob Rafferty, Mayor <br />58
