Architectural Design <br /> <br />Staff is requesting Planning and Zoning Board direction regarding the establishment of <br />an architectural design overlay district for high visibility areas. <br /> <br />The Planning and Zoning Board discussed the possible need for higher architectural <br />design standards in high visibility areas at the February 13, 2024 meeting. This item was <br />discussed at the April 10, 2024 meeting. The board indicated that a review of areas <br />throughout the City should be undertaken, focusing on industrial locations. <br /> <br />Potential overlay corridors would be Lake Drive and 35W Corridor and Main Street and <br />35E Corridor. Mr. Grochala discussed the buildings that are there now and availability <br />for future development. Mr. Wipperfurth expressed that he would like to see buildings <br />like Fiji Cube in the City corridor. He said he was not as concerned about the view from <br />the highway. Mr. Evenson stated he thought the view from the highway was important <br />and thinks the City should be more strict. Mr. Grochala stated our ordinance now does <br />not allow exterior storage if it is abutting the freeway. <br /> <br />Mr. Grochala asked the Board which districts and corridors should be included and <br />what additional requirements should be considered. He identified some areas that <br />they may want to include. Mr. Wipperfurth thought that the 35E corridor was a prime <br />opportunity to impact that part of the City. Mr. Laden was concerned about Otter Lake <br />Road development and thought it could be an important corridor. The Board was in <br />agreement regarding the 35E corridor. Mr. Wipperfurth thought the 35W corridor <br />should still be included. <br /> <br />Mr. Grochala said the City would need to be cognizant of the cost with the additional <br />standards. Mr. Evenson questioned if there could be any incentive given to the <br />potential builder to reduce the requirement for something else if they present <br />something grandeur for the building. Mr. Laden thought outdoor storage should be <br />eliminated for Lake Drive. Mr. Grochala said that requirement could be added. Mr. <br />Root expressed that he did not think commercial property should be excluded. Mr. <br />Grochala said commercial property is already subject to the three material classes. <br /> <br />B. Project Updates <br /> <br />Mr. Grochala provided an update on projects. <br /> <br />
