The site is located south of <br />Main Street (CSAH 14), east of Sunset Avenue (CSAH 53), and north of Robinson Drive and Carl <br />Street. An Environmental Assessment Worksheet was not provided and should be completed for <br />this site. Our comments were made on the following documents: <br />•Madinah Lakes Concept Plan prepared by Sathre-Bergquist, received April 23, 2024. <br />Engineering <br />•Grading <br />The Madinah Lakes development site grading will include grading for roads, stormwater <br />facilities and rough lot grading. Site grading will need to meet all City requirements and <br />match into the existing elevations of the surrounding County roads and private parcels. <br />Comments: <br />1.Provide development grading plan meeting City requirements with preliminary <br />plat submittal <br />2.There is a significant elevation difference between the northern lots and Main <br />Street (CSAH 14) that will impact the required screening and affect the proposed <br />grading plan lot depth. <br />•Stormwater Management <br />The proposed Madinah Lakes development is drained by a series of private ditches and <br />roadway ditches west of Sunset Avenue (CSAH 53) and south of Main Street (CSAH 14) <br />that tie into Anoka County public ditch 10-22-32 (ACD 10-22-32). ACD 10-22-32 flows <br />south through the proposed Madinah Lakes development to Carl Street. ACD 10-22-32 <br />continues south under Carl Street and ultimately discharges to Marshan Lake. <br />Anoka County and Rice Creek Watershed District should review the preliminary drainage <br />design concurrent to the City’s preliminary plat reviews. <br />Attachment 8: City Engineer Memo dated June 6, 2024
