LINO LAKES <br />PUBLIC SAFETY DEPARTMENT <br />POLICE DIVISION <br />TO: Katie Larson, City Planner <br />FROM: William Owens, Captain <br />DATE: June 5, 2024 <br />RE: Madinah Lakes – Concept Plan Review <br />City Planner Larson, <br />I’ve received the concept plans for the Madinah Lakes project and have the following <br />recommendations from the police division: <br />1.Traffic study on Main Street and Sunset Ave to better understand impacts of the <br />development. <br />a.The addition of 434 residential units will increase the amount of vehicular traffic <br />in the area on a regular basis. Also, the addition of commercial buildings within <br />the development will likely increase the amount of vehicular traffic, not only from <br />residents, but also visitors. One of the commercial buildings is a religious service <br />building and will likely draw an increase in vehicular traffic during service times. A <br />traffic study will help us better understand anticipated increases in vehicular <br />traffic in the area and specific times of any influ x in traffic volumes. With this <br />knowledge we can better make recommendations for road improvements and <br />speed limit considerations to accommodate the increase in vehicular traffic and <br />leverage road design to mitigate crashes and traffic safety related injuries. <br />2.Establish a direct connection to the development from the southeast. <br />a.The concept plans don’t include any direct access to the development from the <br />east or the southeast. This has the potential to delay a police response to any <br />emergency within the development, but specifically the southeast portion. A <br />direct connection to Century Trail from 4th Ave could be accomplished by <br />connecting Carl Street. Additionally, a direct access to the southeast portion of <br />the development from Carl Street should be considered for a more expedited <br />response to the homes there in the event of a police emergency <br />Attachment 11: Police Division Memo dated June 5, 2024
