1 <br /> <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6A <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: July 8, 2024 <br /> <br />TOPIC: Consider 2nd Reading of Ordinance No. 11-24 Adopting an Interim <br />Ordinance Creating a Moratorium on the Creation of New Lots for <br />Residential Purposes <br /> <br />VOTE REQUIRED: Simple Majority <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council consideration of an interim ordinance creating a moratorium on <br />the subdivision of land for residential uses covering approximately 980 acres in the northwest <br />quadrant of the City to complete a master plan for the area. <br />BACKGROUND <br /> <br />The northwest quadrant of the City, located along Main Street and generally referred to as “the <br />Sod Farms”, has received significant development interest over the past two years. Two <br />development interests have recently presented or submitted concepts for discussion with the <br />City. <br /> <br />The City’s 2040 Comprehensive Plan identifies Main Street, at Sunset, as a key “Gateway” into <br />the City. The plan also recommends that a master plan be completed for the Main Street <br />Corridor from 4th Avenue to Sunset Avenue. No master plan has been completed to date. <br /> <br />In response to the development interest and concerns over the City’s water supply system, the <br />City Council has discussed the need to further study the corridor in preparation for <br />development and complete a master plan for the area. This would include approximately 980 <br />acres bounded by Sunset Avenue on the west, 4th Avenue on the east, Pine Street to the north <br />and Century Trail/Carl Street on the south. A moratorium on residential development has <br />been proposed to allow time for completion of the study. <br /> <br />
