Municipal utility extension would be funded by assessments to the benefitting properties and trunk utility <br />funds. The proposed assessment amount is $18,000 per unit/lot. <br />The City has established connection fees to pay for the trunk facilities on each utility. The trunk utility <br />connection fees would be due at the time of connection. The 2024 connection fees for watermain and <br />sanitary sewer are $4,066 per unit/lot and $3,363 per unit/lot respectively, which combined are $7,429 per <br />unit/lot. There would also be project specific additional trunk connection fees for watermain and sanitary <br />sewer $7,908 per unit/lot respectively. <br />A summary of the connection fees on a per unit basis: <br />Sanitary Sewer and Water Connection Fees per unit/lot <br />Trunk sanitary sewer and SAC $3,363 <br />Trunk watermain and W AC $4,066 <br />Additional Trunk Connection Fee $7,908 <br />MCES SAC $2,485 <br />Total $17,822 <br />In addition to these costs, the individual property owners would need to hire a contractor to make the <br />connection from the City’s Right of Way to the house. The estimated cost of construction for installing <br />both the sanitary sewer and watermain is $10,000 per unit. <br />The City consulted with an independent appraiser to develop the proposed assessments. As part of the <br />analysis, the appraiser determined a typical well replacement to cost typically $15,000 - $25,000 and a <br />typical septic system replacement $25,000 - $30,000. The average overall full replacement well and <br />septic is expected to cost $40,000 - $60,000 per unit.
