CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6D <br />STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />Diane Hankee, PE City Engineer <br />July 8, 2024 <br />Consider Resolution No. 24-92 Approving the Joint Powers <br />Agreement with the Town of White Bear for a Sewer and Water <br />Service at 5801 Bald Eagle Blvd <br />Simple Majority _______________________________________________________________ <br />INTRODUCTION <br />Staff is requesting approval of the Joint Powers Agreement (JPA) with the Town of White Bear <br />for a Sewer and Water Service connection at 5801 Bald Eagle Blvd. <br />BACKGROUND <br />5801 Bald Eagle Blvd is a vacant parcel along the south and eastern border of Lino Lakes <br />where it abuts with the Town of White Bear (WBT). The City of Lino Lakes does not have <br />municipal utilities in that area of the City and does not plan to extend them in the near future. <br />In 2006 WBT installed mainline sewer and water down Hobe Court. The property owner of <br />5801 Bald Eagle Blvd asked that WBT extend a sewer and water service to their parcel for <br />service in the future. At the time it was communicated between the two communities that <br />once the parcel has a home built on it, the communities would enter into a JPA for sewer and <br />water service. <br />Under terms of the JPA, WBT will provide sewer and water service to a property located <br />within Lino Lakes. The City of Lino Lakes has similar agreements with the Cities of Shoreview <br />and Blaine. The property owner will enter into a separate agreement with WBT to pay their <br />connection fees and use charges. <br />RECOMMENDATION <br />Staff is recommending adoption of Resolution No. 24-92 approving the Joint Powers Agreement <br />with the Town of White Bear for a Sewer and Water Service at 5801 Bald Eagle Blvd. <br />ATTACHMENTS
