Planning & Zoning Board <br />June 12, 2024 <br />Page 4 <br /> <br />APPROVED MINUTES <br />Brian Robinson, 310 Main Street, Lino Lakes, MN 55014, Mr. Robinson declined to <br />comment. <br /> <br />Alan Irwin, 6466 Totem Trail, Lino Lakes, MN 55014, Mr. Irwin has nothing against the <br />Madinah Lakes development but thought it was adding a lot of houses in a short period <br />of time. He thought there should be a limit on the building permits issued each year. <br />He also referenced the smaller lots and questioned if that’s what our City wanted to <br />approve. He thought the City was building too fast. <br /> <br />Mr. Vojtech moved to close public comment. Motion seconded by Mr. Evenson. Public <br />comment was closed at 7:07 p.m. <br /> <br />4. APPROVAL OF AGENDA <br /> <br />The agenda was approved as presented. <br /> <br />5. APPROVAL OF MINUTES <br /> <br />Mr. Vojtech moved to approve the May 8, 2024 meeting minutes. Motion seconded by <br />Mr. Kohler. Motion carried 6 – 0. <br /> <br />6. ACTION ITEMS <br /> <br />A. Madinah Lakes PUD Concept Plan Review <br /> <br />Matt Duffy, 7760 France Avenue South, Bloomington, MN 55435, attorney for Zikar <br />Holdings. Mr. Duffy said this development is a revolutionary development. He <br />reviewed the way the development will connect to the trail system the City currently <br />has and addressed the bodies of water that will control run off. Mr. Duffy said the <br />development complies with the zoning ordinances and the comp guide plan. Mr. Duffy <br />does not see the need for an EAW and that the required AUAR can study what the EAW <br />would study. Mr. Duffy feels the moratorium is unnecessary given Madinah Lakes is the <br />only pending project before the City. Mr. Duffy stated Promenade, that was an <br />application for this location before Madinah Lakes, was also subject to an EAW. There <br />was no further environmental review required for that project upon completion. It was <br />determined that that the Promenade development had no impact on the City. Madinah <br />Lakes, that is less dense, should also have no impact. Therefore, Zikar holdings is <br />requesting the process continues on its merits and work through the planning process. <br />Under Minnesota law if the project meets the requirements of the zoning ordinance, <br />the City must approve the application. Mr. Duffy addressed the history of the Robinson <br />parcel and the timeline of the Promenade application process. It was deemed at the end
