Environmental Board <br />July 31, 2024 <br />Page 2 <br /> <br />DRAFT MINUTES <br /> <br />Mr. Hoffman clarified that the NPD MS4 permit is the National Pollution Discharge <br />Elimination System, which allows the city to discharge stormwater within the city. <br />Whether it is for new developments, storm sewer, or everything where stormwater is <br />being discharged must meet the regulations set forward by the Minnesota Pollution <br />Control Agency (MPCA). <br /> <br />Mr. Hoffman reviewed the six minimum control measures (MCM) requirements, as well <br />as 2023 municipal maintenance activities, construction inspections, and stormwater <br />projects. <br /> <br />The Board discussed and asked questions about the six minimum control measures. <br />The Board also brainstormed public outreach techniques, specifically reaching out to the <br />youths in the community to take part. <br /> <br />B. 2024 Metropolitan Council Water Efficiency Grant <br /> <br />Mr. Nelson presented his staff report. <br /> <br />Ms. Buchmeier asked for clarification on how the program would work. <br />Mr. Nelson clarified that residents could purchase any clothes washer, dishwasher, and <br />toilets and then come into City Hall with the receipt that the appliance is a water sense <br />device, then they would have to send in a picture of the installation to quality for the <br />rebate. <br /> <br />Mr. Parson expressed concerns about lawn irrigation enforcement on non-watering <br />days. He suggested to include the irrigation controller flyer to the door tags Public <br />Works post on violators doors. Ms. Buchmeier agreed, as well as including the flyer on <br />electronic water bills. <br /> <br />The Board showed support for the rebate program as it was presented. <br /> <br />7. UPDATES <br /> <br />A. Shenandoah Park Improvements <br /> <br />Mr. Nelson presented his staff report. <br /> <br />Ms. Buchmeier asked if the plan presented is the final design. She expressed concern <br />that the ditch would be close to a play area, and if it could be moved over a bit. <br /> <br />Mr. Nelson said he would make it a note to pass on.
