Ms. Katie Larsen <br />09/05/2024 <br />Page 4 <br />Wilkinson Waters Development - Engineering Review <br />Wetland buffers meeting minimum and average requirements will be required around all <br />wetland areas following construction. <br />•Landscaping <br />A Landscape Plan for Natures Refuge North Addition has not yet been submitted. One will <br />need to be submitted and reviewed by staff and the City’s Environmental Coordinator. The <br />Environmental Coordinator will provide separate comments. <br />•Floodplain <br />The submitted concept plan does not appear to impact floodplain, however FEMA <br />Zone A floodplain extents should be shown on future plans to ensure any potential <br />impacts are understood. <br />•Drainage and Utility Easements <br />Roadways are proposed within right-of-way and lots include standard drainage and utility <br />easements. Larger drainage and utility easements will be required to be provided over <br />any utilities outside the right of way and any surface water management features <br />The plan shows White Bear Lake Township easements (30’ and 50’) with the existing <br />sanitary sewer and watermain crossing the site. White Bear Lake Township has <br />commented that the Township has no easement and that the lines were installed and <br />owned by the North Oaks Company. Please update the linework or provide a record <br />showing the easements. <br />•Development Agreement <br />A development agreement will be required with the final plat. <br />•Grading Agreement <br />Grading agreement not required at this time. <br />•Stormwater Maintenance Agreement <br />The stormwater maintenance for public facilities in the Wilkinson Waters development will be <br />covered under the City’s Programmatic Stormwater Management Agreement after the <br />facilities have been installed and accepted by the City. Stormwater reuse systems will be <br />owned and maintained by the developer. <br />•Permits Required <br />Required permits will be determined at the time of preliminary plat submittal. Potential <br />permits may include some of the following and others: <br />1.NPDES General Construction Permit <br />2.City of Lino Lakes Zoning Permit for Construction
