Natures Refuge North Concept Plan Submittal <br />Page 4 <br />We are proposing this for a number of reasons. First, the proposed plan preserves a little over 57% open <br />space, conserving as many trees as possible. This is a heavily wooded site that is guided for a density of 1.6- <br />3 units per acre, and we are proposing a very low density, almost near the lowest density allowed. <br />Additionally, almost 50% of the trees on site are Quaking Aspen, which do not survive long due to Cankers, <br />which will kill the trees in 3-8 years. Finally, we have received extensive feedback from the residents of <br />Arena Acres regarding the preservation of trees on this land. The dedication of public land would allow them <br />to enjoy this land and the trees that are being preserved. If the City chooses not to accept the land <br />dedication, an alternative option would be to place a deed restriction on the open space area prohibiting the <br />removal of trees, and the land would be left in its natural state. The HOA would own the open space <br />property. <br />ELEVATIONS <br />Example elevations of our villa product have been provided. These are just an example of the many <br />elevations we offer. We also have anti-monotony requirements to ensure that very similar elevations are not <br />adjacent to one another within the community to preserve visual interest. <br />RESTRICTIVE COVENANTS <br />The development will have an HOA that will provide for the maintenance of the overall common elements in <br />the community, including landscaping of the common areas as applicable and management of the natural <br />resources. The HOA will also provide lawn care and snow removal for villa lots. Additionally, restrictions will <br />be placed on outdoor storage and parking (no boats, campers, or trailers) in order to keep the community <br />looking orderly and well maintained. <br />REQUEST AND CONCLUSIONS <br />M/I Homes is requesting Board and City Council feedback and direction on the proposed revised concept <br />plan. We believe that the revised concept plan proposes a reasonable use of the property in conformance <br />with the City’s Comprehensive Plan. <br />We respectfully request that the City Council provide direction and support of the revised concept plan with <br />the following considerations: <br />1.The future PUD and neighborhood plan allow for 92 villa lots consistent with the attached <br />concept plan. <br />2.The minimum lot width requirements conform to the R-2 zoning except as identified in the PUD. <br />3.In lieu of tree restitution, the City agrees to accept the approximately 34 acres of open space <br />for tree preservation provided that M/I Homes plant a minimum of 3 trees on each lot. <br />4.The open space property be deeded to the City as park land for the preservation of the <br />open space and wetland, in perpetuity. As an alternative, the open space property can be <br />owned by the HOA and protected by deed restrictions or restrictive covenants.
