Our comments were made on <br />the following documents: <br />•Natures Refuge North Concept Plan prepared by Carlson McCain, dated July 11, 2024. <br />The following review comments should be responded to in writing by the applicant. <br />Engineering <br />•General <br />The Natures Refuge North Addition is the second phase of the overall Natures Refuge <br />development which includes 60 acres north of CSAH 14 (Main Street), west of CSAH 23 <br />(Lake Street) and east of Wood Duck Trail. The current conceptual project proposes 92 villa <br />lots and associated infrastructure. This property was originally part of a larger development <br />of which an Environmental Assessment Worksheet (EAW) was prepared. The evaluation <br />concluded that the project did not have the potential for significant environmental effects. <br />•Grading <br />The Natures Refuge North Addition includes site grading for the 92 units as well as <br />extensions of Haywood Drive and three local streets that are yet to be named. <br />•Stormwater Management <br />Stormwater management for the Natures Refuge North Addition has not yet been proposed <br />and will need to be submitted for preliminary plat by the applicant. It is anticipated that the <br />development will include a storm sewer conveyance, rear yard drainage, and ponding <br />systems, consistent with the original Natures Refuge development. The systems shall meet <br />the City’s and Rice Creek Watershed District’s (RCWD) Stormwater Management <br />requirements. Options should be explored to consolidate stormwater facilities with the <br />original Natures Refuge ponding if feasible as well as stormwater reuse throughout the <br />development for irrigation. <br />Attachment 6: City Engineer Memo dated September 4, 2024
