Ms. Katie Larsen <br />09/04/2024 <br />Page 3 <br />Nature Refuge North Addition Engineering Review <br />a connection with right of way to Andall Street in the westerly Arena Acres neighborhood. <br />The City’s Engineering and Public Safety departments submit that the roadway <br />connection to Andall Street shall be constructed as feasible. The roads stubbed to the <br />north and east development limits will need to be evaluated for feasibility with future <br />connections and potential wetland impacts. The Pine Oaks Addition, that will be <br />connected to on the east side of this proposed development, has been previously platted <br />but, is anticipated that it would likely be replatted, as many of the conditions and <br />requirements have changed. A traffic study will be required and reviewed with the <br />preliminary plat. <br />Trails and sidewalks <br />A trail is proposed extending from the south end of the development at the connection <br />with Natures Refuge, to the north end of the development and branching west to one of <br />the new streets. No trails nor sidewalks are shown along any of the streets on the <br />submitted Concept Plan. Additional trail and sidewalk segments may need to be included <br />throughout the site at the direction of the City Planner. <br />•Wetlands and Environment <br />The project proposes approximately 1.62 acres of wetland impact. A wetland replacement <br />plan will need to be submitted, reviewed, and approved through RCWD and the City. <br />Review of the DNR’s Natural Heritage Information System database indicates the potential <br />presence of several protected species within and near the project area, including protected <br />plant species. The applicant should coordinate with the DNR on the need for additional <br />studies or surveys. <br />Wetland buffers meeting minimum and average requirements will be required around all <br />wetland areas following construction. Any disturbed buffer areas should be seeded with a <br />seed mix containing native, non-invasive, species. <br />•Landscaping <br />A Landscape Plan for Natures Refuge North Addition has not yet been submitted. One will <br />need to be submitted and reviewed by staff and the City’s Environmental Coordinator. The <br />Environmental Coordinator will provide separate comments. <br />•Floodplain <br />The Natures Refuge North Addition does not impact the existing floodplain. <br />•Drainage and Utility Easements <br />Roadways are proposed within right-of-way and lots include standard drainage and utility <br />easements. Larger drainage and utility easements will be required to be provided over <br />any utilities outside the right of way and any surface water management features <br />•Development Agreement
