Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: August 26, 2024 <br />TIME STARTED: 6:02 P.M. <br />TIME ENDED: 6:26 P.M. <br />LOCATION: City Hall Community Room <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Lyden, Stoesz, Cavegn, and Ruhland <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Sarah Cotton, City Clerk Roberta Colotti, Finance <br />Director Hannah Lynch, Public Safety Director John Swenson, Deputy Public Safety <br />Director/Police Kyle Leibel, Police Captain William Owens, Public Services Director Rick <br />DeGardner, Community Development Director Michael Grochala, City Engineer Diane Hankee <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:02 p.m. <br />Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />Complaint Re: Email Sent by Councilmember <br />The City Administrator reviewed that the City Council Code of Conduct states that the <br />City Council is responsible for policing its members. The City Council is to discuss any <br />issues at a council work session. The City is in receipt of a complaint regarding an email <br />response sent by a Councilmember. <br />The City Administrator outlined the two remedies outlined in the Code of Conduct for <br />the Council. The first is a letter sent to the offending Councilmember stating that they <br />failed to observe the Code of Conduct and requesting that the inappropriate behavior <br />be redressed. The other is that a Councilmember is formally sanctioned by resolution at <br />a regular meeting. A draft resolution prepared by the City Attorney was distributed for <br />discussion by the Council. <br />Councilmember Lyden stated that as the subject of the complaint, he wanted an <br />opportunity to address the Council. He reviewed his work history and community <br />involvement, as a record of inclusiveness. He stated that he is not racist as he is being <br />accused. He expressed his opposition to the tactics of the Council on American -Islamic <br />Relations, MN (CAIR-MN). He presented an online article from the Focus on Western <br />Islamism website, related to CAIR-MN, for the record. He requested that the City Council <br />consider a resolution regarding having safe boundaries in regards to CAIR-MN. <br />
