CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6C <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: September 23, 2024 <br />TOPIC: Consider Resolution No. 24-126, Authorizing Professional Services <br />Agreement with Kimley Horn, Main Street Corridor Master Plan <br />and AUAR Study <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting City Council consideration to retain Kimley Horn to prepare the Main Street <br />Corridor Master Plan and AUAR. <br />BACKGROUND <br />The City's 2040 Comprehensive Plan identifies Main Street, at Sunset, as a key "Gateway" into <br />the City. The plan also recommends that a master plan be completed for the Main Street <br />Corridor from 4th Avenue to Sunset Avenue. In July the City Council adopted Ordinance No. <br />11-24, adopting an interim ordinance creating a moratorium on the creation of new lots within <br />the "Northwest" quadrant of the city. This approximate 1,000-acre area is bounded by 41h <br />Avenue on the east, Sunset Avenue on the west, Pine Street on the north, and Century <br />Trail/Carl Street on the south. The purpose of the moratorium is to allow the City to complete <br />the master plan and Alternative Urban Areawide Review (AUAR) prior to the consideration of <br />any development projects in the area. The ordinance went into effect on August 15, 2024. <br />Following discussion with multiple consulting firms' staff has developed a proposed project <br />scope with Kimley Horn. Kimley Horn is a national planning and design consulting firm with <br />strong experience in both master planning and environmental studies. <br />The over -arching goal of the process is to develop a master plan for the study area that will <br />provide a more detailed guide for development over the next 20 years and beyond. The <br />planning process will include the preparation of an Alternative Urban Areawide Review (AUAR) <br />to address the overall impacts of development within the area and create a specific mitigation <br />plan outlining requirements for development. <br />
