CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6D <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: September 23, 2024 <br />TOPIC: Consider Resolution No. 24-127, Authorizing Professional Services <br />Agreement with WSB for Right of Way Acquisition Services, Otter <br />Lake Road <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting City Council consideration to retain WSB LLC to assist with acquisition of <br />right-of-way for the Otter Lake Road extension project. <br />BACKGROUND <br />The City Council authorized the preparation of plans and specifications for the Otter Lake Road <br />Extension Project in August of 2023. Design work has been ongoing and the final alignment <br />and construction limits have been determined. Staff is working with WSB to set up an open <br />house for public review in November. Construction is being considered for fall 2025 or early <br />2026. <br />The Project will require acquisition of permanent right-of-way, utility and drainage easements, <br />as well as temporary construction easements. Approximately 8 parcels are affected by the <br />project. Our next step is to begin discussion with the property owners. <br />Staff is proposing this work be completed by WSB's right of way acquisition team. The <br />proposed services include property owner meetings, title work, preparation of appraisals, <br />review appraisals, preparation of offers and negotiations. Work would commence soon after <br />authorization. WSB has submitted a proposal to complete this work in the amount of $71,600. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 24-127. <br />
