WSB will assist the City in acquiring right of way and easements on eight parcels. The services <br />provided will be in accordance with the MnDOT Right of Way Manual, the Uniform Relocation Assistance <br />and Real Property Acquisition Policies Act of 1970, as amended and other applicable state and federal laws <br />and rules. <br />We will provide the following scope of services: <br />Project Management: <br />General project management, status reports, coordination of all activities <br />Valuation Services: <br />WSB will contract with Patchin Messner Valuation Counselors to conduct eight appraisal reports. <br />Patchin Messner Valuation Counselors will complete the appraisal reports by November 30, 2024. <br />Review appraisals will be completed by Foster Appraisals. <br />Acquisition Services. <br />WSB will conduct initial landowner meetings, field title reports, offer documents, presentation <br />of offers and negotiations. The City of Lino Lakes will record the conveyance documents and <br />process the acquisition payment. WSB will also work with the City Attorney, as necessary, to <br />provide documentation as needed for condemnation. <br />WSB will complete the scope of services summarized above on an hourly basis for an estimated fee <br />of $71,600.00. <br />Project Management $ 1,000.00 <br />Valuation Services $34,600.00 <br />Acquisition Services $36,000.00 <br />Total Services $71,600.00 <br />Sincerely, <br />WSB <br />Benjamin Barker <br />Director of Right of Way <br />
