5 <br /> <br />Canopy Cover <br /> <br />Canopy cover standards to not apply to single family residential development. <br /> <br />Foundation Landscaping <br /> <br />Foundation landscaping standards do not apply to single family residential <br />development. <br /> <br /> <br />Sod and Ground Cover Standards <br /> <br />All areas not otherwise improved in accordance with the approved site plans shall have <br />a minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed <br />may be provided in lieu of sod in certain cases, including when the area is adjacent to <br />natural areas or wetlands. <br /> <br />The ground cover types and locations must be added to the Grading Drainage and <br />Erosion Control Plan and the Landscape Plan. <br /> <br />Lighting <br /> <br />The purpose of the lighting requirements in the Zoning Code is to reduce light pollution, <br />promote energy conservation, and increase nighttime safety, utility, security, and <br />productivity. Lighting is reviewed by the City Planner. <br /> <br />Per Section 1007.043(6)(d), no light source shall exceed 1.0 foot candle onto right of <br />way or 0.4 foot candle onto adjacent property. <br /> <br />Per Section 1007.043(6)(f), in residential districts, any lighting used to illuminate a <br />structure, an off-street parking area, or other area shall be arranged as to deflect light <br />away from any adjoining residential property or from any public right-of-way. <br /> <br />While photometric plans aren’t required for single residential houses, City Code <br />requirements still must be met. <br /> <br /> <br />RECOMMENDATIONS <br /> <br />Staff recommends that the Preliminary Plat for the Spargur Estates be forwarded to the <br />Planning and Zoning Board and City Council with the following comments: <br /> <br />1. Tree Protection Zones (TPZs) for the 16 trees scheduled for preservation must be <br />shown to scale on the Grading, Drainage, and Erosion Control Plan (Sheet C1.1),
