11 <br />The purpose of the water management program protect, preserve, and use natural <br />surface and groundwater storage and retention systems and prevent erosion of soil into <br />surface water systems. <br /> <br />Spargur Estates protects the natural surface and groundwater storage with the <br />construction of a small rear yard depression. Erosion and sediment control practices will <br />also be implemented. <br /> <br />Sanitary Sewer Plan <br /> <br />The goal of the sanitary sewer plan is to maintain the city’s residents and businesses <br />with an affordable and safe sanitary sewer system. <br /> <br />The existing house is served by an 8” municipal sanitary sewer main along Lois Lane. The <br />new lots will also be served by 8” municipal sanitary sewer along Lois Lane and Arlo <br />Lane. <br /> <br />The existing sanitary sewer system has capacity for three (3) new single family houses. <br /> <br />Water Supply Plan <br /> <br />A goal of the water supply plan is to provide residents and businesses with affordable <br />potable water that is safe and of high quality for daily consumption and fire demand. <br /> <br />The existing house is served by an 8” municipal watermain along Lois Lane. The new lots <br />will also be served by 8” municipal watermain along Lois Lane and Arlo Lane. <br /> <br />The existing water supply system has capacity for three (3) new single family houses. <br /> <br />Parks, Greenways and Trails <br /> <br />A goal and policy of the parks, greenways and trails plan is to continue to development <br />and fund recreational activities in the City. The City will require cash in lieu of land <br />dedication for the three (3) new lots. <br /> <br />Findings of Fact-Variances <br /> <br />The lots are zoned R-1, Single Family Residential District. The required R-1 lot depth is <br />135 ft. The following variances are required for the Spargur Estates preliminary plat: <br /> <br />• Lots 1 and 2: <br /> <br />o A two (2) foot variance to reduce the required lot depth from 135 feet to <br />133 feet.
