Ms. Katie Larsen <br />09/05/2024 <br />Page 3 <br />Current and future ownership and maintenance of all existing utility infrastructure will need to <br />be clarified between the developer, White Bear Lake Township, and the Cities of North Oaks <br />and Lino Lakes. <br />• Transportation <br />The proposed land uses are expected to generate over 3,500 trips per day. Ensure City <br />parking space requirements are met, site plan does not appear to meet the required <br />surface lot spaces and underground parking spaces or marked ADA spaces. Townhouses <br />project with 8+ units require guest parking at a rate of 1 space per 3 units. Multi -family <br />buildings require 2 spaces per unit with a minimum of half the required parking spaces to <br />be within the building. Senior housing requires 1.5 spaces per unit or 1 per studio <br />apartment, half of the parking spaces are required to be underground. Retail stores <br />require 1 space for each 200 square feet of floor area. Provide turning movement exhibits <br />for the expected design vehicle at site accesses. Turning movement exhibits for the <br />proposed design vehicle will be required at the site accesses. <br />Trails and sidewalks <br />Trails/ sidewalks are not shown on the submitted Concept Plan for the residential area. <br />Provide trail/sidewalk/ramp locations for full site plan. A trail will need to be provided from <br />the roundabout to the west end of the development. <br />Comments: <br />The adjacent intersections of Wilkinson Lake Blvd/CR J (81)/CSAH 21 and CSAH <br />32/CSAH 21 were included in a Traffic Study for the Ramsey County SP6281-53 (TH <br />35E and CR J) project and the ICE Report for Wilkinson Lake Blvd/CR J (81)/CSAH <br />21. The west leg of the Wilkinson Lake Blvd/CR J (81)/CSAH 21 proposed <br />roundabout is still being evaluated as to whether it will be located at the existing <br />Wilkinson Lake Blvd alignment or as proposed in the concept plan. The applicant <br />shall provide a traffic study that addresses the City's ordinance Sections 1001.013 <br />and 1007.0202. The existing traffic studies may be incorporated as following: <br />a. Applicant to verify that their projected trip generation numbers meet or are <br />less than what was used in the Ramsey County Traffic Study and ICE report. <br />If trip generation numbers are greater than those anticipated in the existing <br />study the applicant will need provide a new study meeting city code. <br />b. Evaluate the projected traffic volumes and patterns on the proposed 32 foot <br />wide road. <br />c. Based on proposed traffic volumes it is likely that the 32 foot wide road that <br />extends through the site will be a collector roadway with sidewalks. <br />d. The access to CSAH 32 will need to be evaluated for LOS and Anoka <br />County will review. It is anticipated that the access may be restricted and turn <br />lanes constructed. <br />• Wetlands and Mitigation Plan <br />A wetland replacement plan and no loss request (for incidental wetland) will need to be <br />submitted, reviewed, and approved through VLAWMO and the City. <br />Wilkinson Waters Development - Engineering Review <br />
