CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 8 <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />WORK SESSION DATE: October 7, 2024 <br />TOPIC: Imagine 2050 Regional Plan Review Comments <br />BACKGROUND <br />Lino Lakes, while being an autonomous local government, exists within a larger regional <br />community. This larger community is intricately connected. Most of our residents use the <br />regional transportation system daily to get to work. Our homes and businesses are reliant on <br />the sanitary sewer system that flows for 15 miles to the regional treatment plant. We have <br />convenient access to international and regional airports, and we benefit from one of the <br />Metro's largest parks. Metropolitan Council is charged with coordinating these regional <br />systems. <br />As required by state statute (MN Stat. §473.145) the Metropolitan Council is required to <br />prepare and adopt a development guide for the metropolitan area. The document includes a <br />compilation of policy statements, goals, standards, programs, and maps prescribing guides for <br />the orderly and economic development of the metropolitan area. The development guide will <br />provide the basis for the preparation of the Regional System Plans - Transportation, Parks, and <br />Water Resources Policy plans. Statutes define these areas as regional systems and direct the <br />Council to plan for them, as well as operate and fund them. Along with the Housing Policy Plan <br />and a Master Water Supply Plan, these documents will provide the regional framework that the <br />City's next Comprehensive Plan update will need to conform with. <br />Communities in the metropolitan area are required to update their plans, fiscal devices, and <br />official controls so that they are in conformance with the regional plans. <br />Metropolitan Council is nearing completion of Imagine 2050 Policy Plan and has released it for <br />public comment. The draft includes 6 sections: <br />1. Draft Imagine 2050 Regional Vision, Values & Goals <br />2. Draft 2050 Land Use Policy <br />3. Draft 2050 Regional Parks and Trails Policy Plan <br />1 <br />
