CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 10 <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />WORK SESSION DATE: October 7, 2024 <br />TOPIC: Discuss Offer for Proposed Land Purchase, 7473 241h Avenue <br />(Winter Property), Closed Discussion <br />BACKGROUND <br />The City Council discussed the possible purchase of four properties located at 7473 24th Avenue <br />at a special meeting on April 10, 2023. The parcels being considered are identified a Anoka <br />County Parcel Identification Numbers 13-31-22-12-0002, 13-31-22-11-0001, 13-31-22-13-0002 <br />and 13-31-22-14-0001 all located in the Northeast Quarter of Section 13. The property is <br />proposed to be used for the establishment of a certified wetland bank. Portions of the <br />property will also be needed for right-of-way for the Otter Lake Road extension project. <br />In December of 2023 the property owner notified the City and other interested parties that <br />they would be accepting offers on the property. Staff has had continued discussions with the <br />owners since that time. In August, staff provided the owner with an updated appraisal and an <br />outline of an offer as previously discussed with the City Council. <br />Staff will be requesting City Council consideration of the owner's response and potential <br />counter offers at the meeting. Minnesota Statutes, Section 13D.05, subdivision 3(c) (3), allows <br />for the meeting to be closed to discuss offers or counter offers for the purchase of property. <br />Staff will provide the City Council with a revised offer for consideration and proposed purchase <br />agreement. <br />REQUESTED COUNCIL DIRECTION <br />Staff is requesting City Council close the meeting to allow for discussion of the proposed <br />purchase offer. <br />ATTACHMENTS <br />1.
