CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 4A <br />STAFF ORIGINATOR: William Owens, Captain <br />MEETING DATE: October 14, 2024 <br />TOPIC: Acceptance of the 2025 TZD Grant <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />The Lino Lakes Public Safety Department is the fiscal administrator of the Anoka County Toward <br />Zero Deaths (TZD) program. Serving in this role, we have applied for the 2025 TZD grant to fund <br />the project and are seeking council authorization to accept it. <br />BACKGROUND <br />TZD is a statewide program that uses a collaborate approach of education, enforcement, <br />engineering, and emergency medical services to work towards the goal of reducing traffic <br />fatalities and serious injuries on Minnesota roadways to zero. <br />Members from Lino Lakes Public Safety Department work together with members of other law <br />enforcement agencies within Anoka County to provide high visibility enforcement efforts <br />throughout Anoka County, focusing on impaired driving, speed violations, distracted driving, <br />and seatbelt violations. The costs associated with providing Lino Lakes Police Officers to <br />provide this high visibility enforcement activity are reimbursed through the TZD grant, awarded <br />by the Minnesota Office of Traffic Safety (OTS). As the fiscal administrator, we report on grant <br />progress to the OTS and distribute reimbursement funds to partner agencies, after we receive <br />the funds from the OTS. <br />Lino Lakes is beginning its fourth year as the administrator of the grant. The Public Safety <br />Department has applied for the grant through the Minnesota OTS, and it has been awarded in <br />the amount of $306,600. With the approval of Council, Lino Lakes will accept the 2025 TZD <br />grant and begin administering it in October 2024 through September 2025. <br />RECOMMENDATION <br />Staff recommends acceptance of the 2025 TZD grant. <br />
