M1101101- s] 011 h • &M <br />•r �r• • ti f 7114 -1 ■fir\ <br />WHEREAS, the City has received development interest along the Main Street Corridor <br />between and 411 Avenue and Sunset Avenue (CR 53); and <br />WHEREAS, Main Street is identified as a "gateway" in the City's 2040 Comprehensive <br />Plan; and <br />WHEREAS, the City's 2040 Comprehensive Plan recommends the preparation of a Master <br />Plan for the Main Street corridor between 4th Avenue and Sunset Avenue (CR 53); and <br />WHEREAS, the area proposed for further study (the "Study Area") has been identified as <br />the area between 41h Avenue on the east, Sunset Avenue on the west, Pine Street on the north <br />and Century Trail/Carl Street on the south; and <br />WHEREAS, the City adopted Ordinance No. 11-24 on July 8th of 2024 establishing a <br />moratorium on the creation of new residential lots with the Study Area for the purpose of <br />completing a Master Plan (the "Plan") and Alternative Urban Areawide Review (the "AUAR"); and <br />WHEREAS, Kimley Horn has submitted a proposal to prepare said Plan and AUAR. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota that the <br />professional services agreement with Kimley Horn for the Main Street Master Plan and AUAR in <br />the amount of $479,075 is hereby approved and the Mayor and City Clerk are hereby authorized <br />to execute the agreement on behalf of the City following review by the City Attorney. <br />Adopted by the City Council of the City of Lino Lakes this 23rd day of September, 2024. <br />Ro R fferty, Mayor <br />ATTEST; <br />Roberta Colotti, CIVIC, City Clerk <br />
