CITY COUNCIL <br />WORK SESSION STAFF <br />REPORT ITEM NO. 10 <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />WORK SESSION DATE: November 4, 2024 <br />TOPIC: Sports Dome Agreement <br />BACKGROUND <br />In January of 2024 the City Council discussed the possible public/private partnership to <br />construct a privately financed sports dome on City property at Birch and Centerville Road. <br />SFDMG LLC., has been working with an investor group to evaluate the feasibility of the project. <br />The project would include the construction of an approximately 92,000 square foot facility <br />containing a full-size soccer/multi-sport turf field and multiple basketball courts that would also <br />accommodate volleyball and/or pickle ball. Site planning would also include the possibility of a <br />future medical partner building and/or restaurant concessions. <br />Over the past nine months staff has been working with the development group on a potential <br />land lease arrangement that would also include road and utility extensions, parking <br />improvements, as well as the facility construction. The City is not proposing any financial <br />participation in the project other than for possible utility oversizing. <br />The purpose of the meeting will be to discuss the proposed offer on the land. Staff will provide <br />the proposed agreement parameters at the meeting. The City's financial consultants, Ehlers <br />and Associates, will be present at the meeting to assist in the discussion. <br />REQUESTED COUNCIL DIRECTION <br />Staff is requesting Council consideration to close the meeting to discuss offers, and potential <br />contour offers on the property. Staff is also requesting council direction to prepare an <br />agreement for consideration. <br />(\ e= <br />
