Ms. Katie Larsen <br />10/29/2024 <br />Page 6 <br />There are no delineated wetlands shown on the existing survey for the site. <br />Landscaping <br />Landscaping plans were provided as part of the submittal. The City's Environmental <br />Coordinator to review landscaping and provide in-depth comments. <br />• Floodplain <br />No floodplain impacts are proposed on site. <br />• Drainage and Utility Easements <br />Drainage and utility easements are required for utilities outside the road right of way and <br />stormwater systems. <br />Comments: <br />1. All stormwater facilities will need to be contained in D&U easements up to the 100-yr <br />HWL. <br />2. D&U easement is needed over the proposed City storm sewer running to the north <br />end of the site. <br />3. Dedicate additional 20' drainage and utility easement for existing sanitary sewer (20'+ <br />deep) along the west side of Lake Drive/CSAH 23. <br />4. Provide an access easement over the rear drive lane from the Market Place Drive <br />Right of Way to the development line (adjacent with the Legion property) <br />• Development Agreement <br />A Development Agreement will be required. <br />• Grading Agreement <br />Grading agreement not required at this time. <br />• Stormwater Maintenance Agreement <br />Private stormwater facilities will be maintained through a Declaration for Maintenance of <br />Stormwater Facilities. Both the Rice Creek Watershed District (RCWD) and the City of Lino <br />Lakes shall be parties to the Declaration. City Engineer to provide template. <br />• Permits Required <br />1. NPDES General Construction Permit <br />2. City of Lino Lakes Zoning Permit for construction <br />Java Properties - Lino Retail 2.0 Engineering Review <br />
