An excerpt from the Ehlers October 2025 Quarterly Newsletter speaks to the levy increase the <br />City of Lino Lakes and other local governments are experiencing: <br />"City budgets and levies have been increasing at a greater rate than the inflation rate <br />typically reported in the news, the consumer price index (CPI. and personal consumption <br />expenditures (PCE). This is due to two main factors: (1) inflation on construction, <br />equipment, and labor are increasing at a higher rate than CPI and PCE, and (2) as cities <br />grow, they need to levy more (more people means more snow to plow, more parks, and <br />more police calls). Many Minnesota cities, big and small, are planning levy increases in <br />the range of 5-15% for 2025."' <br />The 2025-2029 Financial Plan has been updated to reflect the proposed 2025 final levy and <br />budget. The Financial Plan is a guiding document to be used for decision making. Preparation <br />of the plan and annual budget are closely linked; projects and financing sources outlined in the <br />plan are not authorized until the annual budget is adopted by the City Council. <br />REQUESTED COUNCIL DIRECTION <br />Staff is prepared to continue the discussion on the 2025 Annual Budget and 2025-2029 <br />Financial Plan with the City Council prior to final adoption following the public hearing on <br />December 9tn <br />ATTACHMENTS <br />1. 2025 Annual Budget —Proposed Final <br />2. 2025-2029 Financial Plan — DRAFT— November 4, 2024 <br />
