At the end of the 5 year phasing <br />period unallocated units will be averaged out over the next five year phase. <br />Not Applicable. The proposed area includes developed parcels and no new development would <br />occur with the amendment. <br />Findings of Fact <br />The following are Findings of Fact for the Comprehensive Plan Amendment: <br />1.The proposed 2040 Comprehensive Plan amendments are needed to provide municipal <br />services to existing residents of the City. <br />2.The proposed land use and staging plan changes are consistent with the policy text for <br />the 2040 Comprehensive Plan. <br />3.The proposed amendment is consistent with Sanitary Sewer Plan planned infrastructure <br />improvements and simply allows those improvements to occur earlier. <br />4.The proposed amendment is consistent with Water Supply Plan planned infrastructure <br />improvements and simply allows those improvements to occur earlier. <br />Next Steps <br />1.If the Comprehensive Plan Amendment is approved by the City, it will be submitted to <br />the Metropolitan Council for review. <br />RECOMMENDATION <br />Staff recommends approval of the Colonial Woods Neighborhood Comprehensive Plan <br />Amendment. <br />ATTACHMENTS <br />1.Existing and Proposed 2040 Future Land Use Map <br />2.Existing and Proposed Utility Staging Map
