CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 613 <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br />MEETING DATE: November 12, 2024 <br />TOPIC: PUBLIC HEARING: Consider 111 Reading of Ordinance No. 14-24, <br />Vacating a portion of 771h Street lying between Marilyn Drive <br />and Lake Drive <br />VOTE REQUIRED: Super Majority <br />INTRODUCTION <br />Staff is requesting City Council consideration of the 1st Reading of Ordinance No. 14-24, <br />vacating a portion of 77th Street lying between Marilyn Drive and Lake Drive. <br />BACKGROUND <br />The City has planned, for a long time, to realign 77th Street with Market Place Drive. This is in <br />coordination with Anoka County to improve mobility on Lake Drive and address existing <br />access and traffic flow concerns. Thus in 2025, the City plans to complete the construction of <br />the realign 77th Street at Market Place Drive. This project is in coordination with the <br />development of the adjacent properties which is General and Neighborhood Business. The <br />traffic analysis shows there will negligible traffic changes on the local surrounding streets. The <br />local roadways will be traveled by the neighborhood users. Transportation engineering trip <br />distribution concludes that thru traffic is not inclined to weave through neighborhoods verses <br />using the arterial road, Lake Dr. We anticipate local traffic patterns may change within the <br />neighborhood itself. However, the neighborhood traffic will still be well under capacity for the <br />local roadways. <br />The second reading of the ordinance is scheduled for November 25, 2024. <br />RECOMMENDATION <br />Staff is recommending approval of the 1st Reading of Ordinance No. 14-24 vacating a portion <br />of 77th Street lying between Marilyn Drive and Lake Drive. <br />ATTACHMENTS <br />1.
