LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: September 23, 2024 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 8:41 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Sarah Cotton, City Clerk Roberta Colotti, Community <br />Development Director Michael Grochala, City Engineer Diane Hankee, Human <br />Resources/Communications Manager Meg Sawyer, and Deputy Director/Fire Dan L'Allier. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />PUBLIC COMMENT <br />Mayor Rafferty opened the public comment period at 6:35 p.m. <br />Jackie Lindblom, 6425 Lakota Trail, Lino Lakes, stated that she is opposed to changing the Home <br />Occupation ordinance, as is being discussed by the Planning and Zoning Board in response to a <br />recent application. She asked that the Council consider the broader community when deciding, <br />not just the one applicant that is requesting the amendment. She stated that the city does not <br />have commercial uses in residential districts and should consider this when reviewing the <br />proposed Home Occupation ordinance amendment. <br />Salat Tuke, 14171 Drake Street NW, stated that he was present to speak to the email by <br />Councilmember Lyden. He stated that even the title of the email stands out. He said that a <br />Councilmember can not sit behind the bench with hate. He stated that he does not have <br />confidence in Councilmember Lyden. He stated that the City paused the development of the <br />mosque and residential construction project this summer. He stated that they are continuing to <br />pursue the project development. <br />Catherine Decker, 614 Pine Street, Lino Lakes, clarified Chris Stowe's property ownership as it <br />relates to the recorded minutes of the Rice Creek Watershed District. <br />Chris Stowe, 426 Pine Street, Lino Lakes, stated that the Rice Creek Watershed said the storm <br />water pipe was their responsibility and now they are saying it is the City's responsibility. The <br />pipe at the sod farm is underwater and they can not get to it. If the sod farm floods, then his <br />property floods. If a developer builds on the sod farm property, then any flooding will be the <br />City's responsibility on his property. <br />Jaylani Hussein, CAIR-MN Executive Director, 1821 University Avenue, St. Paul, said that <br />Councilmember Lyden's email would be considered the equivalent of a message from the Klan. <br />
