LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: October 14, 2024 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 7:26 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland <br />and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Sarah Cotton, City Clerk Roberta Colotti, Community <br />Development Director Michael Grochala, City Planner Katie Larsen, Public Safety Director John <br />Swenson, Police Captain William Owens, FIR & Communication Manager Meg Sawyer, Engineer <br />Diane Hankee, and Deputy Public Safety Director/Fire Dan L'Allier. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />Iall .111816L9]►,Fil►yi1:11►" <br />Mayor Rafferty opened the public comment period at 6:35 p.m. <br />Jeff Johnson, 6965 Sunrise Drive, Lino Lakes, provided a correction to the July 8, 2024 City <br />Council minutes. He clarified that the number of homes he referenced related to the proposed <br />development project, was 450 not 150 homes. He identified that the re -cap of his comments in <br />support of the proposed moratorium did not accurately reflect his statements, as he does not <br />believe the site is perfect for the developer. He asked that the following be entered into the <br />record this evening to accurately reflect his sentiment on July 81h, "My question is on this whole <br />project: why here? How did this area get chosen when if it's so perfect for him, it would be such <br />a drastic change to our area." <br />Sam Bennett, 6841 Lakeview Drive, Lino Lakes, addressed the utilization of Sunset Avenue. He <br />stated that the road runs along the school property. He provided suggestions for design options <br />to improve the use of the street. He stated that a pedestrian bridge across Hwy. 35 would <br />reduce the current bottleneck at that point. He noted that the current design encourages <br />speeding and traffic enforcement is not a cost-effective option to maintain the lower posted <br />speed. <br />Connor Mattioli, 7607 Quarter Horse Ct., Lino Lakes, stated that he is the applicant requesting <br />the Zoning Ordinance text amendment (Item 6G) on the agenda this evening. He stated that his <br />primary business is the manufacture of firearms and teaching firearms safety, which is why he <br />is seeking a text amendment to allow for a home occupation business working with weapons <br />and ammunition. He provided further explanation of his current business and future business <br />plans. <br />Page 1 of 6 <br />
