• Commissioner Massoglia suggested that we look at the Northwest Suburbs Cable <br />Communications Commission (NWSCCC). That's the cities of Brooklyn Center, <br />Brooklyn Park, Crystal, Golden Valley, Maple Grove, New Hope, Osseo, <br />Plymouth, and Robbinsdale, and operates as CCX Media. <br />• After discussions, the NMTV cable commission voted in July to reach out to <br />NWSCCC and gauge their interest. <br />• In July of 2024, NMTV executive directors, three city administrators, and legal <br />counsel met with members of CCX Media for a brief discussion. <br />• In August, NMTV executive directors met with CCX Media executive director to <br />compare and contrast the two stations. <br />• In September, that document was presented to the NMTV cable commission. <br />• The commission agreed to consider the pros and cons, discuss it with their city <br />councils and city administrators, and return in November to discuss it again as a <br />group. <br />Councilmember Stoesz, as the City of Lino Lakes Representative to the NMTV Board, <br />reported that he approached the discussion of merger from a discovery perspective in <br />moving forward with the review and consideration. He stated that the City of Blaine <br />representative initiated the discussion based on a desire to have the most professional <br />production possible. Also to explore the costs and benefits of a merger. He stated that a <br />vote of the Commission is needed to authorize a merger. <br />NMTV Co -Executive Director Houston stated that a date for a Commission vote on a <br />merger has not been set, that the next step is a workshop in November for the Board to <br />review its goals and consider aspects of what a potential merger should be and if <br />NWSCC is the best partner for a possible merger. Then in December the Board will have <br />a regular meeting at which any action items can be finalized. If there is ratified interest <br />by the Board in pursuing a merger, the first step would be legal due diligence. <br />The City Administrator stated some concerns with merging with a larger organization <br />include what our service levels will look like after the merger and if they provide <br />coverage for City Council meetings. The main question for the Board is just what we are <br />trying to achieve with merger. <br />Councilmember Stoesz noted that if Blaine left that would impact the remaining <br />organization. <br />The City Administrator concurred that Blaine leaving would impact the current JPA. She <br />referenced the service agreement with Fridley and potential for other cities to be part of <br />the organization. <br />Page 2 of 5 <br />
