LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: <br />November 12, 2024 <br />TIME STARTED: <br />6:30 PM <br />TIME ENDED: <br />8:01 PM <br />LOCATION: <br />City Council Chambers <br />MEMBERS PRESENT: <br />Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland <br />and Stoesz <br />MEMBERS ABSENT: <br />None <br />Staff Members Present: City Administrator Sarah Cotton, City Clerk Roberta Colotti, Community <br />Development Director Michael Grochala, City Planner Katie Larsen, Public Safety Director John <br />Swenson, Police Captain William Owens, Finance Director Hannah Lynch, HR & Communication <br />Manager Meg Sawyer, Engineer Diane Hankee, Public Works Superintendent Justin Williams, and <br />Public Services/Parks & Recreation Director Rick DeGardner. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />1211 4 Nrooffl Tâ–ºLiF"k <br />Mayor Rafferty opened the public comment period at 6:33 p.m. <br />Chris Iwan, 638 Barbara Lane, Lino Lakes, stated that he is concerned that if Marilyn Drive is <br />adjusted with the vacation of 77th Street, that road will become a cut -through for traffic when <br />the freeway and then main arterial street get backed up. He suggested the council consider <br />traffic calming options such as speed bumps, a stop sign at Marilyn Drive and Barbara Lane, <br />lowering the speed limit, design the roadway with turns that a semi -truck cannot maneuver. <br />Luke Walter, Love Lino Lakes Group Representative, 7800 Maryland Drive, Lino Lakes, stated <br />that he has a broad concern with the notification process for development projects. He stated <br />that for the discussion of the vacation of 77th Street, only those properties within a limited <br />distance were provided mailed notice. Otherwise, they had to follow the website to learn about <br />the project. He requested that the Council consider Facebook posts and extending the distance <br />that letters are mailed to impacted property owners. <br />Mary Lee, 7782 Marilyn Drive, Lino Lakes, stated that she did not receive a direct mailing of the <br />public hearing. She stated that her concerns with the proposed road connection include the <br />environmental impact of the project, noting that the current street does not have curb and <br />gutters. She is also concerned with parking on both sides of the street, and pedestrian safety. <br />Daniell Gladd, 6479 Tomahawk Trail, Lino Lakes, requested that the Council consider adopting <br />an ordinance prohibiting panhandling within 1,000 feet of a daycare, school or playground. She <br />reported that there have been panhandlers at Hodgson and Birch, near a daycare, and that she <br />Page 1 of 9 <br />
